Title: Establishes the Interstate Teacher Mobility Compact to Help With Colorado's Teacher Shortage

Vote to pass a bill that establishes the Interstate Teacher Mobility Compact, which would have the state partner with ten other States to make it to easier for teachers from those states to be allowed to teach in Colorado and help With Colorado's Teacher Shortage.

Highlights:

  • Establishes the Interstate Teacher Mobility Compact, which is a collective group of member states that makes it easier for teachers to move around these member states and facilitates a new pathway to licensure (Article 1). 

  • Requires each member state to have only one delegate (Article 7B). 

  • Specifies that the Interstate Teacher Mobility Compact and all its member states must (Article 1):

    • Support the relocation of eligible military spouses; 

    • Support the effort to keeping teachers in the profession by removing barriers to relicensure in a new state;

    • Increase the amount of licensure, disciplinary, and investigative information that is being shared between member states; and 

    • Maintain state sovereignty in regards to teaching regulations. 

  • Increases the power of local education officials to hire qualified teachers by removing the barriers to hire out-of-state teachers (Article 1). 

  • Establishes an streamlined pathway to licensure mobility for teachers by (Article 3): 

    • Requiring member states to provide an updated list of available licensing options they are willing to consider giving to teacher from other member states after a determination of equivalence; and 

    • Requiring member states to take applications for licensure from other member states and once they have received an application for licensure they must consider what license they deem equal to the license the teacher had in their original member state. 

  • Requires member states to provide all information regarding an investigation into and/or disciplinary action against a teacher to another member state upon request (Article 5).
