Vote to pass a bill that prohibits the performance of sex change surgeries on minors.
Prohibits health care providers or mental health professionals from providing hormonal transgender treatment to minors without a transgender treatment certification beginning January 1, 2024 and defines it as unprofessional conduct (Sec. 2).
Exempts health care providers and mental health professionals who have initiated hormonal transgender treatment to minors before May 3, 2023 from the aforementioned prohibition (Sec. 3).
Defines “transgender treatment certification” as a certification created by the Division of Professional Licensing before July 1, 2023 for health care providers and mental health professionals who have completed at least 40 hours of education related to transgender health care (Sec. 2).
Authorizes a healthcare provider to provide hormonal transgender treatment to a minor only if they have been diagnosed with gender dysphoria for at least 6 months (Sec. 2).
Defines “hormonal transgender treatment” as adminstering, pescribing, or supplying (Sec. 2):
To an individual whose biological sex at birth is female, a dose of testosterone, or other androgens at levels above those normally found at birth;
To an individual whose biological sex at birth is male, a dose of estrogen or a synthetic compound with estrogenic activity or effect at levels above those normally found at birth; or
A puberty inhibition drug.
Establishes various medical exemptions to authorize health care professionals to provide the aformentioned hormonal transgender treatment to minors (Sec. 2).
Defines “minor” as an individual under the age of 18 (Sec. 2).
