Vote to pass a substitute bill that expands the law addressing flooding and sea level rise.

Highlights:

• Establishes the Statewide Office of Resilience to review all flood mitigation efforts (Sec. 1).

• Specifies that the office will be headed by a Chief Resilience Officer who shall (Sec. 1):

• Be responsible for promoting and coordinating flood mitigation efforts;

• Provide strategic direction for initiatives to minimize flood vulnerability; and

• Work with federal, state, regional, and local agencies to align priorities.

• Requires the Department of Environmental Protection to to prepare a report containing (Sec. 2):

• A list of local governments that must comply with these efforts; and

• A statewide inventory of basin-level flooding assessments.

• Authorizes the establishment of a resilience action plan for the State Highway System to enhance infrastructure and operational resilience (Sec. 3).

• Requires the hub to provide tidal and storm surge flooding data for vulnerability assessments (Sec. 5).
