Vote to pass a bill that requires the toleration of free speech on college campuses.

Highlights:

• Establishes the Oklahoma Free Speech Committee for public colleges and universities (Sec. 1).

• Requires the Free Speech Committee to do the following (Sec. 2):

• Review free speech policies at public universities;

• Review and free speech complaints filed with the committee;

• Review university training on free speech for improvements; and

• Make recommendations to the universities on improvements to free speech policies and training.

• Specifies that any person who wishes to engage in noncommercial expressive activity on campus shall be permitted to do so freely, as long as the person's conduct is not unlawful and does not disrupt the functioning of the public college or university (Sec. 3).

• Requires public institutions to submit a report that details the course of action implemented to be in compliance with the requirements of this section. The report will be submitted to the institution’s website as well as submitted to the governor and legislature annually by December 31 (Sec. 3).

• Requires that First Amendment training be completed by all college deans, heads of departments, and individuals responsible for establishing university free speech policies (Sec. 5).

Highlights:
