• Specifies that public schools, public school districts, charter schools, and charter school governing bodies, may not (Sec. 1):

• Use a debt collecting agency to collect dues or debts on the breakfast or lunch account of a student; or

• Collect interest, fees, or other monetary penalties for outstanding debts on the breakfast or lunch accounts of a student.

• Establishes that the provisions of this act apply to debts on student lunch and breakfast accounts outstanding on the effective date of this act and incurred after the effective date of this act (Sec.2).
