Title: Reduces Clean Energy Affordability Costs for Home Renters
Vote to pass a bill that reduces clean energy affordability costs for home renters.
Requires landlords, when listing or offering certain dwelling units for rent, provide a qualifying home energy label for the units (Sec. 1).
Specifies that the aforementioned requirement shall be phased-in and based on the average percentage of gross household income spent on home heating and electricity costs (Sec. 1).
Specifies qualifying home energy labels and allows the Department of Energy and Environmental Protection (DEEP) commissioner to qualify additional labels, replace an existing label, and develop state-specific labels (Sec. 1).
Authorizes municipalities, by ordinance, establish a civil penalty for violators, payable to the municipality (Sec. 1).
Prohibits this bill from limiting or restricting the authority of state or local housing or health code enforcement agencies (Sec. 1).
Establishes that this bill shall take effect January 1, 2023 (Sec. 1).
