Title: Reduces Regulations on Dwelling Units to Allow Increased Living Options for Senior Citizens
Vote to pass a bill that reduces regulations on dwelling units to allow increased living options for senior citizens.
Defines an accessory dwelling unit (ADU) as a residential living unit that (Sec. 1):
Is on a parcel with another unit primary for residential use; and
Provides complete independent living facilities for one or more people.
Repeals utility and modification restrictions on ADU structures (Sec. 2).
Prohibits municipalities from imposing excessive restrictions on ADUs, including (Sec. 3):
Requiring infrastructure improvements;
Charging unreasonable fees to create tha ADU; and
Imposing dimension requirements that preclude the creation of ADUs.
Authorizes municipalities to count ADUs towards meeting their affordable housing goals, for 0.5 housing units each, provided that (Sec. 5):
The tenants’ income is 80% of less of the area’s median income; and
The cost of rent and utilities is 30% or less of the annual income of a family making 80% of the area’s median income.
