Highlights:

 

  • Requires state candidates report on all expenditures regardless of amount, and contributions over $100 (Sec. 7).

  • Authorizes unitemized contributions up to $100, but specifies if unitemized contributions make up at least $2,000 or more in a statement period they must be reported (Sec. 8).

  • Requires PACs to be audited if unitemized contributions make up more than 30 percent of the candidates contributions (Sec. 8-9).

  • Requires reporting on expenditures made within 10 days of an election if the expenditure is over (Sec. 10):

    • $5,000 for a statewide candidate;

    • $3,000 for a senate candidate; or

    • $1,000 for a house candidate.

  • Requires that beginning July 1, 2022 any PAC that registers in the state must submit a valid government photo ID to the registry of election finance for each officer, treasurer of the committee, and at least one individual who directly controls expenditures (Sec. 13).

  • Requires reporting of expenditures if a 501(c)(4)(5) or (6) organization spends at least $5,000 for communications naming or showing the likeness of a candidate within 60 days of an election (Sec. 13).
