Title: Horse Slaughter Prohibition Bill

Vote to pass a bill that establishes a pilot program in Kentucky and New York in order to decide if the prohibition of killing equines for human consumption should be imposed nation-wide.
Highlights:
- Allows for the following exceptions: if the horse is or has ever been owned by the State or local government, will be slaughtered at a facility in operation prior to enactment of this bill and/or if the horse will be slaughtered and the meat donated for "humanitarian purposes" (Sec. 1).
- Grants the Secretary of Agriculture the authority to confiscate any horses believed will be slaughtered in violation of this bill (Sec. 1).
- Appropriates $5 million to carry out the Horse Protection Act (Sec. 1).
