Vote to pass a bill that prohibits the execution of persons with serious mental illness.
Defines schizophrenia, schizoaffective disorder, bipolar disorder, and delusional disorder as serious mental illnesses (Sec. 1).
Requires that criminal defendants’ documented history and diagnosis shall be from mental health professional (Sec. 1).
Requires such defendants to file motion alleging such illness at least 120 days (increased from 30 days) before trial (Sec. 2).
