Vote to pass a bill that requires special business licenses for "illicit" massage parlors.

Highlights:

  • Authorizes counties to adopt local resolutions or ordinances to establish business licensure requirements and to regulate and prohibit unlawful activities to deter illicit massage businesses and prevent human trafficking (Sec. 1VIIIb).

  • Limits licensure fees to not exceed $150 dollars (Sec. 1.4aII).

  • Authorizes licensing authorities to deny applications if the following occur (Sec. 1.4aIV):

    • The administrative fee is not paid;

    • County zoning and subdivision regulations do not allow the operation of a massage facility;

    • The applicant is a convicted or entered a plea of guilty for prostitution, is registered as a sex offender, has a pending criminal action, or has one or more previous revocations or suspensions of such a license.

  • Requires licensees to maintain a full list of employees start date, home address, full legal name, date of birth, and contact information (Sec 1.4aVI).

  • Requires licensees and employees to have valid government identification , valid massage therapy licensure, and maintain a complete set of records for massage therapy administered at the message facility (Sec 1.4aVII-IX).

  • Authorizes the municipal police department to conduct background checks on applicants’ criminal history records for the determination of application approval or denial (Sec. 2.2).
