Title: Reduces Barriers to Mental Health Care

Vote to adopt a conference report that reduces barriers to mental health care.

Highlights:

  • Establishes interagency initiatives that focus on mental health promotion and barrier prevention, advance health equity and trauma-responsive care, address the social determinants of health, and include the following (Sec. 1.5-1.10): 

    • Develop and implement a comprehensive plan to strengthen community infrastructure;

    • Identify and disseminate evidence-based practices for promoting behavioral health;

    • Collect and analyze data measuring population-based indicators of behavioral health from existing data source;

    • Coordinate behavioral health promotion and wellness programs, campaigns and, initiatives; and

    • Hold public hearings and meetings to accept comments from the public and to seek advice from experts.

  • Requires the secretary of health and human services to facilitate the development and maintenance of a confidential and secure online portal that enables health care providers, health care facilities, and relevant state agencies to access real-time data on children and adolescents who are in the care or custody of a state agency and are awaiting discharge to an appropriate foster home or care program (Sec. 2).
