Title: Expands State Apprenticeship Program
Vote to concur with House amendments and pass a bill that expands the state apprenticeship program.
Amends the membership requirements of the state Apprenticeship and Training Council to require representation for black and latino community members (Sec. 1, Pg. 2).
Requires consultants to the Council to represent all the diversity of the State and include individuals who are black and latino (Sec. 1, Pg. 2).
Establishes an Apprenticeship 2030 Commission to examine and make recommendations to reduce skill shortages in high-demand occupations and provide affordable career pathway training for young people in both public and private sectors (Sec. 2, Pgs 2 & 3).
Establishes the membership requirements and procedures for the Commission (Sec. 2, Pgs. 3 & 4).
Requires the Governor to include in the annual budget bill for the fiscal years from 2024-2026 an appropriation to provide workforce development services for at least 2,000 youth and adults in the community, in the following amounts (Sec. 3, Pg. 5):
$1,030,030 for the fiscal year 2024;
$1,106,996 for the fiscal year 2025; and
$1,119,482 for the fiscal year 2026.
Specifies that this act takes effect October 1, 2022, and that Section 2 shall no longer be in effect after June 30, 2024 (Sec. 4, Pg. 6).
