Title: Establishes New Fees for Certain Fuels and Vehicles

Vote to pass a bill that establishes new fees for certain motor fuels and vehicles.

Highlights:

 

  • Specifies that all taxes levied on motor fuels are suspended beginning on the effective date of this act and ending June 30, 2023 (Sec. 4).

  • Requires dealers of refined fuels to lower the price of their fuel by the amount equal to the suspended tax during the suspension (Sec. 4).

  • Requires the owner of an electric vehicle or a vehicle powered by alternative fuel to pay a biennial registration fee of $100, and requires the owner of a plug-in hybrid vehicle to pay a biennial fee of $50, deposited into the state highway fuel tax account (Sec. 1).

  • Specifies that alternative fuel means hydrogen or natural gas (Sec. 1).

  • Requires every dealer and user of refined fuels to pay a surcharge of $0.015 per gallon for refined fuels sold, transferred, or used in the state, with the following exemptions (Sec. 3):

    • Fuel sold to a federal or state government agency for official use;

    • Fuel refined and used outside the U.S.;

    • Liquified petroleum gas and aviation fuel; and

    • Fuel sold or transferred between certain qualified dealers.

  • Prohibits anyone from operating a motor vehicle with studded tires or chains attached on a paved road or highway seasonally from May 1 to September 15, north of 60 North Latitude, and from April 15 to September 30, south of 60 North Latitude (Sec. 2).

  • Specifies that Sections 1 and 2 of this act take effect July 1, 2023, Section 3 takes effect January 1, 2023, and Section 4 takes effect immediately upon passage of this act (Secs. 6-8).
