• Requires annual water supply and demand assessment for at least 6 groundwater basins due on or before December 1st, and an assessment of all groundwater basins every 5 years (Sec. 7B.14).

• Specifies that the water structure finance authority has the power to use established funds to enter public and private agreements to import water (Sec. 15A.2).

• Specifies that the authority may do the following, including, but not limited to (Sec. 15B):
