Vote to pass a bill that requires gun owners to obtain a firearms purchaser identification card.

Highlights:

 

  • Prohibits any individual from selling, giving, transferring, assigning or otherwise disposing of, receiving, or otherwise acquiring a handgun unless the purchaser, assignee, donee, receiver or holder is licensed as a dealer (Page 1).

  • Prohibits a handgun purchase permit from being issued to any person who (Page 4):

    • Has been convicted of any crime, or a disorderly persons offense involving an act of domestic violence whether or not armed with or possessing a weapon at the time of the offense;

    • Is drug-dependent, to any person who is confined for a mental disorder to a hospital, mental institution or sanitarium, or to any person who is presently an habitual drunkard;

    • Suffers from a physical defect or disease that would make it unsafe for him to handle firearms, to any person who has ever been confined for a mental disorder, or to any alcoholic unless any of the foregoing produces a certificate of a medical doctor or psychiatrist, or other satisfactory proof, that the individual is no longer suffering from that particular disability in a manner that would interfere with or handicap them in the handling of firearms;

    • Knowingly falsified any information on the application form for a handgun purchase permit or firearms purchaser identification card; and

    • Is under the age of 18 for a firearms purchaser identification card and to any person under the age of 21 for a permit to purchase a handgun.

  • Requires in order to obtain a permit to purchase a handgun or a firearms purchaser identification card, the applicant shall demonstrate that, within 4 years, the applicant satisfactorily completed a course of instruction approved by the superintendent in the lawful and safe handling and storage of firearms (Page 5).

  • Authorizes the renewal of a firearms purchaser identification card may be renewed upon a filing of a renewal application (Page 8).
