Highlights:

• Prohibits punishment of physicians or certified midwives who provide abortions, emergency contraceptives, and pregnancy counseling, even if administering care to a patient from a state that has outlawed these things (Sec. 2).

• Prohibits the disclosure of a patient’s reproductive health records to anyone other than the patient or their legal guardian, except if (Sec. 3):

• Used as evidence in a healthcare negligence lawsuit;

• Used as evidence in a complaint against the healthcare licensing board; or
