Highlights:

• Expands definiton of sexual assault to include implied threat of force, causing incapacitation, impersonating someone known to victim (Page 1-3)

• Exempts from definition “knowingly causing a person to come into contact with semen” (Page 4)

• Prohibits changing of name (w/o written notice) by sex offenders, child kidnappers (Page 10-11)

• Requires laboratories to test rape kits within six months (previously one year) of receipt (Page 15)
