Vote on a motion to adopt an "ought to pass as amended" report for a bill that establishes laws regulating and recognizing state Indian tribes and sports wagering.
Establishes the Tribal State Collaboration Act (Sec. A-1, Pg. 1).
Establishes the distinction of tribal land and tribal entities existing in a government capacity, but not in a business capacity, for the Houlton Band of Maliseet Indians, the Passamaquoddy tribe, and the Penobscot Nation (Part C, Pgs. 5 & 6).
Exempts sales to the above mentioned tribes and nations as a whole from state tax on or after January 1, 2023 (Sec. D-1).
Specifies that sales to tribal members or tribal entities are subject to use tax on or after January 1, 2023 (Secs. D-2 & D-3).
Establishes sales tax funds for returning sales tax revenue to the above tribes and nations (Part E).
Appropriates $1,000 to the Office of the State Treasurer for the creation of these funds (Sec. K-1, Pg. 36).
Prohibits tribal land from being used as commercial forest land (Sec. F-1).
