  • Repeals the requirement that an individual over the age of 18 and with no criminal record first obtain a license or permit to carry a handgun in the state of Indiana (Sec. 12).

  • Prohibits the following individuals from carrying a handgun, including (Sec. 9):

    • An individual convicted of a federal or state offense punishable by a 1 year prison term;

    • A fugitive from justice;

    • An alien;

    • An individual convicted of domestic violence, domestic battery, or criminal stalking;

    • An individual restrained by a protective order;

    • An individual under indictment;

    • An individual adjudicated dangerous, mental defective, or committed to a mental institution; 

    • An individual dishonorably discharged from military service or the national guard;

    • An individual who renounces their United States citizenship; or

    • An individual who is less than 18 years old, or 23 years old and has a adjudication as a delinquent child.

  • Specifies that individuals found to of unlawfully carry a handgun shall be guilty of a Class A misdemeanor, and increases the offense to a Level 5 felony if the individual has a prior criminal offense or the offense is committed (Sec. 9):

    • On or in school property;

    • Within 500 feet of school property; or 

    • On a school bus.
