Title: Suspending Normal Trade Relations with Russia and Belarus Act
Vote to pass a bill that suspends normal trade relations with Russia and Belarus.
Authorizes the President to impose sanction on any foreign individual who (Sec. 6):
Is responsible for serious human rights abuse;
Is a current or former government official who is responsible for or complicit in corruption;
Is or has been a leader or official of an entity that has engaged in the aforementioned activities;
Has provided support for any of the aforementioned activities; or
Is owned or controlled by an individual subject to these sanctions.
Repeals normal trade relations with Russia and Belarus and authorizes the President to impose visa and property blocking sanctions based on violations of human rights (Sec. 2).
Authorizes the President to increase the rates of duty applicable to products of Russia or Belarus and specifies that the authorization shall expire January 1, 2024 (Sec. 2).
Specifies that the President may temporarily restore normal trade relations with Russia and Belarus for a one year period if approved by congress (Sec. 4).
Requires the U.S. Trade Representatives take certain actions, including steps to suspend Russia’s participation in the World Trade Organization (WTO) and halt the accession process of Belarus (Sec. 5).
Authorizes broader coverage of current visa and property-blocking sanctions for human rights violations in order to cover individuals involved in serious human rights abuse (Sec. 6).
