Title: Establishes Early Voting Opportunities
Vote to pass a substitute bill that establishes early voting opportunities through the VOTES Act.
Repeals Section 1F of Chapter 51 of General Laws (Sec. 2).
Requires voter registration take place before 5 PM on twentieth day preceding election (Sec. 4).
Requires registrars to hold continuous sessions on last day to register, limits duration from 9 AM-8 PM to 9 AM-5 PM (Sec. 5).
Authorizes city/town clerk to appoint election officers (Sec. 10).
Authorizes family members of qualified voters to apply for early voting on behalf of said voter (Sec. 11).
Expands accommodations for voters with disabilities (Sec. 11).
Expands other early voting provisions (Sec. 11).
Repeals paragraph of Chapter 51, Section 31 relating to voting machines (Sec. 12).
Establishes Section 89B specifying voting rights for incarcerated persons (Sec. 18).
