• Prohibits the state of Illinois from denying access to reproductive health care for its resident or anyone traveling in to the state of Illinois because of severe abortion restrictions in their home state (Sec. 1).

• Prohibits the state of Illinois from penalizing or targeting providers, and individuals who support or aid those seeking reproductive health care in the state (Sec. 1).

• Requires the state to make a full commitment to equitable access to reproductive health care to all individuals without barriers based on the following, including (Sec. 1):
