Title: Prohibit Government Agencies from Holding Employee Training Sessions that Say Individuals are Responsible for Past Acts by People of the Same Race

Vote to pass a bill that prohibits government agencies from holding employee training sessions that say individuals are responsible for past acts by people of the same race.

Highlights:

 

  • Prohibits a political subdivision or an agency from requiring employees or state employees to attend training in which the political subdivision, agency, or hired contractor teaches, advocates, acts upon, or promotes race or sex stereotyping, including any of the following concepts (Sec. 1.2 & 2.1):

    • One race or sex is inherently superior to another race or sex; or

    • An individual, by virtue of the individual's race or sex, is inherently racist, sexist, or oppressive, whether consciously or unconsciously; or

    • An individual should be discriminated against or receive adverse treatment because of the individual's race or sex; or

    • Individuals of one race or sex are not able to and should not attempt to treat others without respect to race or sex; or

    • An individual's moral character is necessarily determined by the individual's race or sex; or

    • An individual, by virtue of the individual's race or sex, bears responsibility for acts committed in the past by other individuals of the same race or sex; or

    • An individual should feel discomfort, guilt, anguish, or any other form of psychological distress because of the individual's race or sex; or

    • Systems based on meritocracy or traits such as a hard work ethic are racist or sexist or are created by individuals of a particular race to oppress individuals of another race.

  • Requires a political subdivision and an agency to post on each of their respective Internet sites or, if the political subdivision or agency does not have an Internet site, shall otherwise make available to the public all training materials for training provided to employees, except any materials that the political subdivision or agency is required to keep confidential (Sec. 1.3 & 2.2).

  • Authorizes the department of revenue to determine if a political subdivision or an agency has violated Sec. 1.2 or 2.1, and if so, the department of revenue shall notify the political subdivision or agency of its violation (Sec. 1.4 & 2.3).

    • If a political subdivision or agency fails to comply with Sec. 1.2 or 2.1, within 10 days of receiving a notification, the department of revenue shall reduce the amount of the payment to the political subdivision or agency in the following year by 10 percent (Sec.1.4 & 2.3).

    • Authorizes the department of revenue to determine that if a political subdivision has complied after making a reduction, the department of revenue shall restore the amount of the payment to the political subdivision or agency to its original amount before the reduction was made (Sec.1.4 & 2.3).

    • Authorizes a complainant to file a complaint of an alleged violation with the department of revenue (Sec. 1.4 & 2.3).
