Vote to pass a bill that requires payment of prevailing wages go to building service workers at co-ops and condos.

Highlights:

• Defines “prevailing wage” as the rate of wages and supplemental benefits paid in the locality to workers in the same trade or occupation and annually determined by the fiscal officer (Sec. 1).

• Defines “qualified property” as a property with less than 30 units with an average unit assessed value of between $60,000 and $100,000 (Sec. 1).

• Defines “building service employee” as any individual who is regularly employed at a building who performs work in connection with the care or maintenance of said building, including, but not limited to (Sec. 1):

• Watchman, guards, and doorman;

• Building cleaners, porters and handyman;

• Janitor, gardner, or groundskeepers; or

• Elevator operator, starter, and window cleaner.

• Defines “fiscal officer” as the comptroller of the city of New York (Sec. 1).

• Authorizes the fiscal officer to conduct an investigation and file final determination as to the payment of wages owed by an owner, successor, or employer of building service employees (Sec. 1).
