Vote Smart's Synopsis:

Vote to pass a bill that appropriates $100 million in grants to expand high-speed broadband internet access to underserved communities.

Highlights:

• Appropriates $100 million for the Iowa broadband grant fund (Sec. 6-1).

• Appropriates $12.47 million for salaries, support, maintenance, and miscellaneous purposes, and for not more than the following full-time equivalent positions in the banking sector (Sec. 7-2.a).

• Requires the Department of Administrative Services, in coordination with the health facilities division, to make the following information available to the public as part of the department's development efforts to revise the department's internet site (Sec. 12-4):

• The number of inspections conducted by the division annually by type of service provider and type of inspection;

• The total annual operating budget for the division, including general fund appropriations and federal contract dollars received by type of service provider inspected;

• The total number of full-time equivalent positions in the division, to include the number of full-time equivalent positions serving in a supervisory capacity, and serving as surveyors, inspectors, or monitors in the field by type of service provider inspected; and

• Identification of state and federal survey trends, cited regulations, the scope and severity of deficiencies identified, and federal and state fines assessed and collected concerning nursing and assisted living facilities and programs.

• Requires the employment appeal board to be reimbursed by the labor services division of the department of workforce development for all costs associated with hearings related to contractor registration (Sec. 12-5.b).

• Authorizes the department of inspections and appeals, in consultation with the department of management, to reallocate amounts of money appropriated in this section as necessary to best fulfill the needs of the department provided for in the appropriation (Sec. 12-8).

• Appropriates $15.15 million for the Department of Revenue for salaries, support, maintenance, and miscellaneous purposes, and for not more than the following full-time equivalent positions (Sec. 19-1).

• Appropriates $18.11 million for the Iowa public employees retirement fund for salaries, support, maintenance, and other operational purposes to pay the costs of the Iowa public employees’ retirement system, and for not more than the following full-time equivalent positions (Sec. 26).
