Title: Prohibits Vaccine Passports and Limits Powers of the Secretary of Health

  • Prohibits government entities to require proof of vaccination against Covid-19 to use any service, enter any building or undertake any activity within the territorial limits or the jurisdiction of the government entity (Sec. 1-5902).

  • Prohibits an institution of higher education from mandating proof of vaccination against Covid-19 to use any service, enter any building or undertake any activity. Including (Sec. 1-5902):

    • Attending class in person; and 

    • In a facility within the control or ownership of the institution of higher education

  • Prohibits government entities or political subdivision from doing any of the following (Sec. 1-5903):

    • Include information on an identification card or electronic tracking system regarding whether the holder of the identification card has received a vaccination against Covid-19; or

    • Expend funds to develop an electronic tracking system for an individual who has or has not received a vaccination against Covid-19.

  • Prohibits the Secretary of Health from doing any of the following (Sec. 1-6001):

    • Order or otherwise require a closure; or

    • Order or otherwise require an individual that has not been exposed or potentially exposed to a contagious disease to do any of the following;

      • Physically distance from other individuals;

      • Wear a universal face covering;

      • Conduct a specific hygienic practice;

      • Shelter in place, quarantine or isolate from other individuals; or

      • Restrict travel.
