Title: Rescinds Fees for Obtaining or Renewing a State ID Card Starting in 2022
Prohibits the secretary of state from charging fees for doing any of the following (Sec. 2):
Issuing an original or a renewal official state personal identification card;
Late renewal of an official state personal identification card;
Renewing a corrected official state personal identification card;
Changing a residence address in an official state personal identification card;
Correcting a department error in an official state personal identification card; or
Adding or removing a heart insignia.
Repeal fees for obtaining or renewing an official personal identification card to (Sec. 1):
Regulate the use and disclosure of information obtained from the card;
Prescribe the powers and duties of the secretary of state;
Prescribe fees;
Prescribe certain penalties for violations; and
To provide an appropriation for certain purposes.
Requires the secretary of state to provide information to the applicant which can be completed by (Sec. 2):
Providing printed material enclosed with a mailed notice for the issuance or renewal of an official state personal identification card;
Providing printed material to an applicant who personally appears at a secretary of state branch office; or
Electronic information transmittals for applications processed by electronic means;
Requires that the secretary of state provide applicants information regarding (Sec. 2):
The applicant’s right to make an anatomical gift in the event of death;
Information describing the donor registry program maintained by Michigan’s federally designated organ procurement organization; and
Information allowing the applicant to have his or her name placed on the official registry
Establishes that an official state personal identification card must contain the following (Sec. 2):
An identification number permanently assigned to the individual to whom the card is issued;
The full legal name, date of birth, sex, residence address, height, weight, eye color, digital photographic image, a signature of or verification and certification by the applicant, and an expiration date of the official state personal identification card; and
The official state personal identification card must not contain a fingerprint or finger image of the applicant.
Specifies that this bill will come into effect on January 1, 2022 (Sec. 2).
