Highlights:

 

  • Rescinds the eliminating age and time-out-of-high-school requirements for the California Comeback Plan's expansion of the Cal Grant program (Sec. 1).

  • Amends the Middle Class Scholarship Program to provide scholarships intended to cover up to the difference a student’s total cost of attendance and other sources of aid, including student and family contributions (Sec. 57).

  • Appropriates $115 million for the Zero-Textbook-Cost Degree program and extends the summer financial aid investment plan for University of California (UC) and California State University (CSU) students permanently (Sec. 60).

  • Establishes a Learning-Aligned Employment program and UC, CSU, and California Community Colleges (CCC) to help underrepresented students with financial need gain relevant work experience and promote long-term employment opportunities (Sec. 31).

  • Establishes the Golden State Education Training Grant Program to provide grants for education or high-quality training for workers displaced by the COVID-19 pandemic (Sec. 29).

  • Establishes a dual admissions program to provide guaranteed admission at UC, CSU, or other CCC’s for eligible first-time freshman applicants upon completion of an Associates Degree (Sec. 16).

  • Requires school districts and other educational agencies to confirm that high school seniors who have not opted out of complete FAFSA or California Dream Act applicants in order to receive financial aid (Sec. 10).

  • Expands the California Kids Investment and Development Savings Program to provide a $500 base deposit to start college savings accounts for public students and low-income families, English learners, and foster youth, with additional supplemental deposits for foster youth and homeless students (Sec. 51).

  • Establishes the governance and operational structure for the state’s Cradle to Career data system to connect education, workforce, and social services data to better inform parents, educators, and policymakers (Sec. 12).
