Vote to pass a bill that requires ballots returned by mail to be postmarked by the date of the election and be received by the county clerk not later than 7 days after the election.

Specifies that if a county clerk receives a marked ballot for an elector who does not reside in the clerk’s county the ballot shall be forwarded to the county clerk of the correct county where the elector resides no later than 8 days after the election (Sec. 1).
Specifies that a ballot received by the secretary of state by 8 P.M. on election day shall be considered counted if under the following circumstances (Sec. 15):
The ballot has a postal indicator showing it was mailed no later than the date of an election;
It is received no later than 7 days after the election; or
If returned by a military or overseas elector by mail and the postal indicator is not present or legible.
