Vote to concur with Senate amendments and pass a bill that authorizes the creation of local justice reinvestment advisory councils (JRAC) modeled after the statewide JRAC.

Highlights:

 

  • Defines “Local or Regional Advisory Council” as a local or regional justice reinvestment advisory council established under this act (Sec. 1).

  • Establishes a local justice reinvestment advisory council to collect data to report back to the state legislature no later than March 31 of each year, and review, evaluate, and make recommendations over the following best criminal justice practices for both county and regional levels to promote, including (Sec. 4-6):

    • The use of evidence-based practices;

    • Best practices of community-based alternatives and recidivism reductions programs, including:

      • Probation services;

      • Problem-solving courts;

      • Mental health and addiction treatment and recovery services;

      • Pretrial services;

      • Community corrections;

      • Evidence-based recidivism reduction programs for currently incarcerated individuals;

      • Other rehabilitation alternatives; and

      • The incorporation of evidence-based decision-making into decisions concerning jail overcrowding.
