Vote to repass a bill after having adopted a conference report that amends absentee ballot eligibility requirements.

Highlights:

• Requires any congressional districting plan to follow the Voting Rights Act and the following criteria, in order of importance (Sec. 1):

• The districts must be as equal as possible; 

• Requires district boundaries to line up with the boundaries of political subdivisions of the state to the greatest extent possible;

• Requires that districts must be contiguous, meaning that a district must be in one piece; and

• Specifies the districts must be compact, meaning that a district must be as equal in length and width as possible.

• Prohibits an individual who does not meet the residency and age requirements for voting from receiving and casting a ballot (Sec. 2).
