Vote to pass a bill that amends the New York Multiple Dwelling Law to encourage the conversation of commercial and hotel properties into residential use.

Highlights:

• Amends laws relating to the New York State Urban Development Corporation to make loans for commercial and residential use (Sec. J-1).

• Transfers the statutory authority for the promulgation of marketing orders from the Department of Agriculture and Markets to the New York State Urban Development Corporation (Sec. M-1).

• Amends the executive law relating to permitting the secretary of state to provide special handling for all documents filed or issued by the division of corporations and to permit additional levels of such expedited service (Sec. N-1).

• Appropriates funds for the New York State Energy Research and Development Authority for services and expenses of the energy research, development, and demonstration program, including grants, the energy policy, and planning program, the zero-emissions vehicle and electric vehicle rebate program, and the Fuel NY program to be subject to the provisions of this law (Sec. W-1).

• Authorizes the county of Nassau, to permanently and temporarily convey certain easements and to temporarily alienate certain parklands (Sec. Z-1).

• Requires the temporary easement to cease upon the completion of the construction of such sewer main, at which time the Department of Environmental Conservation to restore the surface of the parklands disturbed and the parklands will continue to be used for park purposes as they were before the establishment of such temporary easements (Sec. sub.A-1).

• Amends the permanent easement to allow vehicular and personnel access to the shaft and within the shaft for inspection, maintenance, repair, and reconstruction (Sec. § 4).

• Amends construction laws related to the northerly line of lands licensed to the County of Nassau, as described in the deed dated December 5, 1977, recorded on January 13, 1978, at the Nassau County Clerk's Office in Liber 9088 of Deeds at page 567, and as shown on the map entitled Department of Public Works Nassau County, N.Y. (Sec. § 6).

• Specifies temporary easement may be established as all that certain plot, piece or parcel of land with buildings and improvements thereon erected, situate, lying and being located at Incorporated Village of Rockville Centre, Town of Hempstead, County of Nassau and State of New York being more particularly bounded (Sec. § 7).

• Authorizes construction for Parkland upon and under which a permanent easement may be established according to subdivision (a) of section 1 of this act is described as all that certain plot, piece or parcel of land with buildings and improvements thereon erected, situate, lying, and being located at the Hamlet of Wantagh, Town of Hempstead, County of Nassau and State of New York being a 20-foot wide strip of land more particularly bounded (Sec. §-8).

• Authorizes the commissioner to extend the credit component for up to 144 months after the date of such issuance, if the commissioner, in consultation with the commissioner of environmental conservation (Sec. 1.i).
