Title: Requires the University of California to Place all Construction Funds Into an Account With the State Controller

Vote to pass a bill that requires the University of California to place all construction funds into an account with the state controller until the system can certify that union members are being hired for service work.

Highlights:

 

  • Requires all governing board members, advisory board members, and managing entity employees shall do all of the following (Sec. 10863):

    • Prioritize the needs of students and families;

    • Comply with federal and state laws to protect individual privacy, including, but not necessarily limited to, all of the following:

      • The federal Family Educational Rights and Privacy Act;

      • The federal Health Insurance Portability and Accountability Act; and

      • The federal Higher Education Act;

    • Any data collected according to this law will be treated as personal information and will be deidentified unless otherwise specified in this law;

    • Consider and respond to stakeholder input;

    • Promote and foster an environment and culture of collaboration and cooperation; and

    • Promote a culture of data-informed decision making by consulting with data experts and intended data users, including members of the public, when developing data use priorities.

  • Establishes individuals selected for a Cal Grant A award that is held in reserve according to this subdivision who are not receiving an award for access costs and meets the qualifying criteria will receive an award for access costs (Sec. 26-3.A).

  • Requires the Higher Education Commission to determine the amount of each grant award so that no grant awarded under this law is less than $1,000, and no award exceeds $2,500. The commission will consider individual applicant financial need and educational or training program costs in determining individual award amounts (Sec. 30.b-1).

  • Authorizes the Division of Labor Standards Enforcement in the Department of Industrial Relations to seek criminal, civil, or administrative remedies in connection with the failure to pay, or the unlawful payment of wages (Sec. 77.k).

  • Authorizes the Department of Corrections and Rehabilitation to obtain quarterly wage data of former inmates who have been incarcerated within the prison system in order to assess the impact of rehabilitation services or the lack of these services on the employment and earnings of these former inmates (Sec. 77.ah).

  • Appropriates $53.74 million for the Fund for Student Success (Sec. 78-19).

  • Transfers up to $500,000 is to reimburse colleges for the costs of federal aid repayments related to assessed fees for fee waiver recipients. This reimbursement only applies to students who completely withdraw from college before the census date (Sec. 78.c-2).

  • Requires the Chancellor of the California Community Colleges to ensure, to the extent possible, that the following conditions are satisfied (Sec. 78-14.c):

    • These courses can be articulated across all community college districts;

    • These courses are made available to students systemwide, regardless of the campus at which a student is enrolled;

    • Students who complete these courses are granted degree-applicable credit across community colleges; and

    • These funds shall be used for those courses that have the highest demand, fill quickly, and are prerequisites for many different degrees.
