Title: Establishes a Statewide Prescription Drug Monitoring Program
Vote to pass a bill that establishes a statewide prescription drug monitoring program.
Establishes a Joint Oversight Task Force for Monitoring Prescription Drug Monitoring within the office of administration (Sec. A).
Authorizes the aforementioned task force to supervise the collection and use of patient dispensation information for prescribed II, III, or IV controlled substances (Sec. A).
Specifies that the joint oversight task force shall be considered a public body and consist of the following members, including (Sec. A):
2 members of the state board of registration for the healing arts who are licensed physicians or surgeons;
2 members of the state board of pharmacy who are licensed pharmacists;
One member of the state board of nursing who is an advanced practice registered nurse; and
One member of the Missouri dental board who is a licensed dentist.
Requires the joint oversight task force to contract with a vendor through a competitive bid process for the operation of a program to monitor the dispensation of prescribed schedule I, II, III, and IV controlled substances (Sec. A).
Requires the aforementioned vendor to be responsible for the collection and maintenance of patient dispensation information submitted by dispensers in this state (Sec. A).
Defines “dispensation information” as the following, including (Sec. A):
The date of the dispensation;
If there is a prescription, the following:
The prescription number or other unique identifier;
Whether the prescription is new or a refill; and
The prescriber’s DEA or National Provider Identifier (NPI) number.
The national drug code (NDC) for the drug dispensed;
The quantity and dosage of the drug dispensed;
The patient’s identification number including: and
The patient’s driver’s license number;
The patient’s government-issued identification number; or
The patient’s insurance cardholder identification number;
The patient's name, address, and date of birth.
Requires that the dispenser submit the aforementioned information to the vendor electronically within 24 hours of the dispensation, and beginning January 1, 2023, submit the information in real-time (Sec. A).
