Vote to concur with House amendments and pass a bill that requires local governments to allow affordable housing on lands not zoned for residential purposes.

Highlights:

• Defines “affordable housing” as the following, including (Sec. 1):

• Residential property that is made available to own or rent to families with incomes 80 percent or less of the area median income determined by the Oregon Housing Stability Council based on information from the US Department of Housing and Urban Development; or

• When the average of all units on the property is made available to families with incomes of 60 percent or less of the area median income.

• Requires a local government to allow affordable housing, while prohibiting any zone change or conditional use permit for affordable housing on property if the housing is owned by a public body or nonprofit corporation or the property is zoned for commercial use or to allow religious assembly (Sec. 1).
