    • When the average of all units on the property is made available to families with incomes of 60 percent or less of the area median income.

  • Requires a local government to allow affordable housing, while prohibiting any zone change or conditional use permit for affordable housing on property if the housing is owned by a public body or nonprofit corporation or the property is zoned for commercial use or to allow religious assembly (Sec. 1).
