  • Appropriates the following amounts for motor carrier safety administration costs for fiscal year 2022-2026, including (Division A, Title III, Sec. 23001):

    • $360 million for fiscal year 2022;

    • $367.5 million for fiscal year 2023;

    • $375 million for fiscal year 2024;

    • $382.5 million for fiscal year 2025; and

    • $390 million for fiscal year 2026.

  • Extends appropriation levels of $1 billion from the fiscal year 2021 budget through fiscal year 2022 and the next 10 years thereafter for various federal-aid highway, transit, and safety programs (Division I, Title I-III, Sec. 105-3001).

  • Appropriates $45 billion for lead service line replacement in underserved communities, $1 billion for each of the next 10 years to filter lead from school service lines, and $4 billion allocated for household water debt relief tied to the 5-year water shutoff moratorium (Division I, Title I, Sec. 13107).

  • Increases the number of grants and additional subsidization for disadvantaged communities to up to 50 percent of wastewater and 40 percent of drinking water State Revolving Loan Funds (Division H, Title I, Sec. 12015).

  • Requires the Comptroller General conduct a study over the following, including (Division I, Title IV, Sec. 13403):

    • Water affordability;

    • Discrimination and civil rights violations; and

    • The authorization of low-income water and wastewater assistance programs.

  • Appropriates the following amounts for highway safety programs for fiscal years 2023-2026, including (Division I, Title III, Sec. 3001):

    • $378.4 million for fiscal year 2023;

    • $382.4 million for fiscal year 2024;

  • Requires the transportation planning process to address climate change, conduct vulnerability assessments to identify and implement strategies to reduce the impact on surface transportation systems and enhance the resilience of the surface transportation system and ensure the efficient use of federal resources (Division D, Title V, Subtitle D, Sec. 5401-5402).

  • Amends the Buy America procurement requirements for highways, mass transit, and rail to specify that a project may only be carried out if the steel, iron, and manufactured goods used are procured in the United States (Division B, Title II, Sec. 2301).

  • Establishes the Rebuild Rural Bridges Program and appropriates $250 million each beginning 2023 and each year through fiscal year 2026 to improve the safety and state of good repair of bridges in rural communities (Division B, Title I, Subtitle C, Sec. 1307).
