Title: IG Independence and Empowerment Act

Highlights:

 

  • Requires the Inspector General (IG) to only be removed for cause, such as documented malfeasance, and Congress to be notified before an IG is placed on non-duty status (Title II, Sec. 202).

  • Requires the president to explain any failure to nominate an IG and establishes provisions regarding acting IG’s when a position becomes vacant (Title II, Sec. 203).

  • Establishes the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Integrity Committee to investigate allegations of wrongdoing against the Office of Inspector General officials (Title IV, Sec. 402-403).

  • Requires the CIGIE to report semiannually to Congress and the president on the activities of the committee and add provisions regarding appointment of former IGs to the committee (Title IV, Sec. 406).

  • Requires an IG to refer to the CIGIE Integrity Committee for any allegation of wrongdoing against the Office of Inspector General (Title IV, Sec. 403).

  • Authorizes the IG to subpoena witnesses who are not currently government employees and the DOJ to investigate wrongdoing by DOJ attorneys (Title V, Sec. 502).

  • Requires IGs to notify Congress if agencies deny access to requested information within 10-20 days of the request denial (Title V, Sec. 501).

  • Requires the Office of Inspector General establish minimum standards and the best practices for IG training (Title XI, Sec. 1102).
