Highlights:

 

  • Appropriates $221.68 million in emergency spending that will remain available until September 30, 2023, and $350 million in emergency spending that will remain available until expended to respond to the attack on the US Capitol Complex that occurred on January 6, 2021, including $2.62 million for physical protection barriers (Title I).

  • Appropriates $41.77 million in emergency spending for general expenses related to the attack on the US Capitol Complex and $37.49 million in emergency spending that will remain available until September 30, 2022, for capitol police salaries and wellness programs (Title I, Sec. 101).

  • Appropriates $5 million in emergency spending for reimbursement agreements with state and local law enforcement agencies, including $4.8 million being made available for protective details for members of Congress (Title I).

  • Requires all uniformed US Capitol Police officers whose job duties include interacting with the general public to utilize body-worn cameras and ensure that the body-worn camera is activated while on duty (Title I, Sec. 102).

  • Appropriates $34 million in emergency spending to remain available until September 30, 2022, for necessary expenses related to prosecution support related to the attack on the US Capitol Complex that occured on January 6, 2021 (Title II).

  • Establishes a quick reaction force within the Washington DC National guard and appropriates $200 million in emergency spending to the Secretary of the Department of Defense to remain available until September 30, 2022, for costs related to the quick reaction force (Title III).

  • Appropriates additional emergency spending amounts for the following legislative branches for COVID-19 contingent expenses, including (Ch. 2):

    • The Senate;

    • House of Representatives;

    • Capitol Police;

    • Congressional Budget Office;

    • Architect of the Capitol;

    • Library of Congress;

    • Government Publishing Office; and

    • Congressional Budget Office.

  • Appropriates the following emergency spending amounts for the following government offices, departments, and agencies, including (Title II-III):

    • $231 million to the Department of Defense for a “National Guard Personnel Army” to respond to the January 6, 2021 attack on the US Capitol;

    • $34 million for the Department of Justice for salaries, expenses, and legal activities;

    • $26 million for the United States Marshals Service to respond to the attack on the US Capitol Complex on January 6, 2021;

    • $1.7 million to the National Security Division for salaries and expenses;

    • $3.5 million to the FBI for salaries and expenses to respond to the January 6, 2021 attack on the US Capitol;

    • $1.5 million to the Bureau of Alcohol, Tobacco, Firearms, and Explosives  to respond to the January 6, 2021 attack on the US Capitol;

    • $1.8 million to the Federal Prison System to respond to the January 6, 2021 attack on the US Capitol; and

    • $9 million to the Department of the Interior - National Park Service for operational costs and expenses related to the January 6, 2021 attack on the US Capitol.
