Vote to pass a bill that appropriates funds for the state's mental health budget.

Highlights:

• Appropriates $12.79 million for health and rehabilitation services (Sec. 1).

• Appropriates $17.71 million for the Alaska Psychiatric Institute (Sec. 1).

• Appropriates $60.36 million for behavioral health (Sec. 1).

• Alleges it is the intent of the legislature that federal funds be used to create statewide standards for instruction in social and emotional learning and that no appropriation of state or federal funds be used to mandate implementation of statewide standards for instruction in social and emotional learning (Sec. 1).

• Appropriates $12.03 million for senior and disability services (Sec. 1).

• Appropriates $82.16 million for Medicaid services except for or relating to abortion (Sec. 1).

• Alleges it is the intent of the legislature that the Department of Public Safety prioritize the deployment of law enforcement resources to non-urbanized areas that lack organized government (Sec. 1).

• Appropriates $11.85 million for additional capital projects for the Department of Health and Social Services, the Department of Revenue, and the Department of Transportation and Public Facilities (Sec. 5).

• Appropriates $10.15 million for the Unrestricted General Fund (Sec. 6).

• Establishes the appropriations made to the University of Alaska in sec. 1 of this Act include amounts for salary and benefit adjustments for the fiscal year ending June 30, 2022, for university employees who are not members of a collective bargaining unit and to implement the terms for the fiscal year ending June 30, 2022, of the following collective bargaining agreements (Sec. 12.b):

• United Academic - Adjuncts - American Association of University Professors, American Federation of Teachers;

• United Academics - American Association of University Professors, American Federation of Teachers;

• Alaska Higher Education Crafts and Trades Employees, Local 6070; and

• Fairbanks Firefighters Union, IAFF Local 1324.

• Specifies if a collective bargaining agreement listed in this section is not ratified by the membership of the respective collective bargaining unit, the appropriations made in this Act applicable to the collective bargaining unit's agreement are adjusted proportionately by the amount for that collective bargaining agreement, and the corresponding funding source amounts are adjusted accordingly (Sec. 12.c).
