Title: Requires Independent Investigation of Police Use of Force Incidents that Result in Death
Vote to concur with house amendments and pass a bill that requires independent investigation of police use of force resulting in death and prohibits using surplus military equipment.
Prohibits a law enforcement agency from receiving the following equipment from a surplus program, including a weaponized (Sec. 1):
Aircraft;
Drone; or
Vehicle with:
A destructive device;
A firearm silencer; or
A grenade launcher.
Defines “ surplus program” as a program operated by a federal government for the transfer of surplus military equipment to a law enforcement agency (Sec. 1).
Requires law enforcement agencies to notify the independent investigative unit within the office of the Attorney General of any alleged or potential police-involved death of a civilian as soon as the law enforcement agency becomes aware of the incident (Sec. 1).
Authorizes the independent investigative unit to investigate all alleged or potential police-involved death of civilians and further specifies that the unit may investigate any other crimes related to police misconduct that is discovered during an investigation (Sec. 1).
Specifies that this act shall take effect October 1, 2021 (Sec. 2).
