Title: Establishes the Presence of a Noose as a Hate Crime
Vote to pass a bill that establishes the deliberate placement of a noose with the intent to intimidate as a hate crime.
Establishes that an individual will be guilty of the crime of intimidation by display of a noose if the individual, with the intent to intimidate another individual or place another individual in fear of imminent bodily harm, knowingly places a noose (Sec. 1):
On public property; or
On private property without the consent of the property owner.
Specifies that intimidation by display of a noose shall be a Class A misdemeanor (Sec. 1).
Defines “intimidate” as threatening another individual in a manner that compels or deters the other individual’s conduct (Sec. 1).
Defines “noose” as a tied loop in the end of a length of rope or cord (Sec. 1).
