• Amends Chapter 193 of the Tennessee Private Acts of 1947 to allow citizen, non-resident real property owners in the town of Samburg to vote in municipal elections in the town of Samburg (Sec. 1).

• Allows non-resident real property owners to cast their vote via an absentee ballot (Sec. 1).

• Limits the number of qualified voters to 2 non-resident property owners per parcel in the Samburg Municipal Elections (Sec. 1).

• Specifies that the act permitting non-resident property owners to vote will not take effect unless there is a ⅔ majority vote by the legislative body of the town of Samburg (Sec. 4).
