Title: Establishes Protections for Infants Born Alive
Vote to pass a bill that establishes protections for infants born alive after an abortion.
Defines ‘born alive’ as the complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of pregnancy, which, after separation, breathes or has a heartbeat, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached (Sec. 2).
Specifies that abortions are permissible if a physician and a psychiatrist find that the mother has a severe mental illness that poses a threat to her safety, wellbeing, and life and that of the fetus, rendering an abortion necessary (Sec. 2).
Specifies that physicians who fail to care, for fetuses that are born alive after an abortion, and preserve their life and health, are guilty of a Class A felony (Sec. 2).
