  • Defines ‘born alive’ as the complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of pregnancy, which, after separation, breathes or has a heartbeat, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached (Sec. 2).

  • Specifies that abortions are permissible if a physician and a psychiatrist find that the mother has a severe mental illness that poses a threat to her safety, wellbeing, and life and that of the fetus, rendering an abortion necessary (Sec. 2).

  • Specifies that physicians who fail to care, for fetuses that are born alive after an abortion, and preserve their life and health, are guilty of a Class A felony (Sec. 2).
