Highlights:

 

  • Requires the state board of higher education to administer a dual-credit tuition scholarship program to offer a tuition scholarship to students (Sec. 1).

  • Specifies the following qualifications for students to be eligible for the tuition scholarship program (Sec. 1): 

    • Be enrolled and have completed at least one semester, quarter, or term at a public, private, or tribal institution of higher education in the state;

    • Have:

      • Graduated from a high school in the state;

      • Graduated from a high school in a bordering state;

      • Graduated from a nonpublic high school in a bordering state while residing with a custodial parent in North Dakota; 

      • Completed a program of home education; and

      • Have completed at least one dual - credit course provided by an institution under the control of the state board of higher education while enrolled in high school or a program of home education in the state.

  • Specifies that a student is not eligible to receive more than $750 as part of the tuition scholarship program (Sec. 1).

  • Appropriates $1.5 million from the Bank of North Dakota to the state board of higher education for the purpose of providing tuition scholarships (Sec. 2).
