Title: Establishes Parameters to Alter Boundaries of Community College Districts
Vote to pass a bill that establishes a timeline for petition to make changes in boundaries of community college districts.
Limits the petition circulation period for forming the Higher Education Coordinating Commission (HECC) to 90 days after the first signature on the petition is recorded (Sec. 1).
Authorizes the HECC to provide a public hearing when a public facility does not exist in the petitioned territory, by allowing the HECC to seek a facility as near as possible to the territory (Sec. 1).
Specifies that the HECC may resubmit orders to the legislative assembly if the orders are not acted upon without holding a public hearing (Sec. 1).
Authorizes the HECC to submit a proposed boundary change to a community college district to a vote if a remonstrance period is filed with the HECC within 20 days after the HECC enters the original order and signed by at least 5 percent, or 500 of the electors, whichever is less (Sec. 2).
Establishes that district property shall remain with a district regardless of physical location in the event of a district boundary change (Sec. 2).
Requires payments on bonded debt continue to be paid in the event of a community college district boundary change (Sec. 3).
