Title: Increases Suburban County Authority for COVID-19 Vaccine Distribution

Vote to pass a bill that increases suburban county authority over COVID-19 vaccine distribution.

Highlights:

 

  • Classifies a “mass vaccination site” as any of the following (Sec. 2):

    • A location in an affected county designed to quickly and efficiently provide COVID-19 vaccinations on a mass scale to the general public.

    • The term includes a location under paragraph (1), including a gymnasium, shopping center, parking lot, senior center, house of worship, library, fire station, or another facility not typically utilized for the delivery of medical services.

  • Requires individuals who administer COVID-19 vaccinations to display the following documents (Sec. 4):

    • Current basic life support certification, commonly known as cardiopulmonary resuscitation or CPR; or

    • Completion of an immunization training program endorsed or provided by the Centers for Disease Control and Prevention that, at a minimum, includes the following:

      • Hands-on injection technique;

      • Clinical evaluation of indications and contraindications of vaccines;

      • Recognition and treatment of emergency reactions to vaccines.

  • Requires healthcare professionals and students who gain authorization to administer COVID-19 vaccines have documentation of an observation period by a currently practicing healthcare professional experienced in administering intramuscular injections (Sec. 5).

  • Requires the Department of Health to submit a report on vaccine distribution to the President Pro Tempore, Majority and Minority Leaders of the Senate, the Speaker, Majority and Minority Leaders of the House of Representatives, and the Chairperson and Minority Chairpersons of the Health and Human Services Committees in the House and Senate (Sec. 8).

  • Requires the Department of Health to deliver COVID-19 vaccines intended for use at a mass vaccination site in an affeted county to the health department of the affected county, or the county health department overseeing the response to the COVID-19 pandemic for the affected county (Sec. 13).
