Vote to Pass a Bill that prohibits the use of certain animals in traveling animal acts.
Classifies “Environmental Education Program” as the following (Sec. 1-2.b):
Designed by a professional to impart knowledge or information for educational or conservation purposes about one or more animals’ natural behavior habitat, life cycle, or similar pedagogical information;
Conducted by an individual qualified to impart such information; and
Does not include any performance of behavior by an animal that does not naturally occur for that animal in the wild state, except for industry-standard husbandry practices.
Prohibits the use of the use of the following animals, including hybrids, whether wild-borne or captive-bred, in a traveling animal act (Sec. 1-3):
Cetartiodactyla other than bison, cattle. deer. elk, goats, reindeer, swine, and sheep;
Felidae other than domestic cats;
Wild canidae other than domestic dogs;
Marsupialia;
Nonhuman primates;
Perssodactyla other than horses, donkeys, and mules;
Pinnipedia;
Proboscidea;
Ratites;
Spheniscidae; and
Ursidae.
Authorizes the use of an animal if the following conditions are met (Sec. 1-4):
If the exhibition is at a:
Wildlife sanctuary; or
Nonmobile, permanent institution, facility, zoo, or aquarium accredited by an animal sanctuary or accredited organization.
If the animal is livestock;
They’re part of an animal education program;
They’re part of a research facility or higher education institution; or
They are part of a film or television production.
Establishes a person who violates this act is guilty of a misdemeanor and must pay a fine between $250 to $1,000 (Sec. 1-5).
Specifies working dog trials, livestock or hose shows, or any other exhibition involving livestock is still allowed (Sec. 1-6).
