Specifies that the Maryland District Court found that the State failed to eliminate a traceable De Jure Era policy of unnecessary duplication of programs at Historically Black Colleges and Universities (HBCUs), exacerbating racial identifiability (Sec. 10-21).
Appropriates $577 million in total to HBCUs throughout Fiscal Year 2023 to Fiscal Year 2032 (Sec. 10-24).
Requires the governor to appropriate at least the following amounts in the year 2023 (Sec. 15-126):
$16.8 million for Bowie State University;
$9 million for Coppin State University;
$24 million for Morgan State University; and
$9.69 million for University of Maryland Eastern Shore.
