Vote to pass a bill that appropriates funding for the state's annual budget.
Appropriates $23 million from the general fund Item 0890-001-0001 for voter education and outreach costs obligated to prevent, prepare for, and respond to COVID-19 during the November 3, 2020, election cycle (pg. 4).
Appropriates $12 million from the general fund Item 0890-001-0890 for voter education and outreach costs obligated to prevent, prepare for, and respond to COVID-19 during the November 3, 2020, election cycle (pg. 5).
Appropriates $90 million for transfer by the Controller, upon order of the Department of Finance, to the Alcohol Beverage Fund (pg. 5).
Appropriates $about $43 million for Welfare Programs (pg. 6).
Appropriates $750 million from the general fund for a grant payment to Supplemental Security Income/ State Supplementary Payment Program and Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants recipients (pg. 11).
Authorizes the Department of Finance to augment the amount available for expenditure for the emergency paid sick leave during the 2020-21 fiscal year in case of the COVID-19 paid sick leave to extend beyond March 31st, 2021 (pg. 11).
Appropriates no more than $85 million to existing Emergency Food Assistance providers with the capacity to purchase and distribute food and diapers statewide in the following ways (pg. 16):
The first $50 million shall be allocated at the sole discretion of the State Department of Social Services;
$30 million should be allocated for food; and
$5 million for diapers.
Appropriates $24 million to fund wraparound services and financial assistance for agriculture workers to provide COVID-19 quarantine support (pg. 17).
Appropriates $650 million to support University of California campus efforts to increase student applications in the CaliFresh program, however, $1.4 million in one-time funding should be allocated to the Asian American Studies Center at the University of California Los Angeles Campus to support the following (pg. 26):
Stop Asian American Pacific Islander Hate website;
The COVID-19 Multilingual Resources website;
Analysis and research associated with hate incidents experienced by Asian American Pacific Islander communities; and
Policy research projects on COVID-19 related challenges directly- impacting Asian Pacific Islander Communities.
Appropriates $1 million for the Center of Health Communities at the California State University-Chico Campus to support CaliFresh outreach and assistance efforts at California Community colleges, and California State University and the University of California campuses, however, $1.3 million will be allocated to support California State University campus efforts to increase student applications in the CaliFresh program (pg. 29).
